Stack Da E4 Police

It's a bit like reverse tetris where you want to build up your riot police blocky types in a nice, neat stack so the tractor beam can reach them and beam them up to the safety of their base. Sounds easy, but crosswinds, elastic ropes and general wobbliness stand between you and stacking success. Plus your little, entrapped chums, do their best to escape their blocky confines, causing more strife.
